It depends. PGDM is mainly for working professionals and MBA is for who do not work actively. Both have nearly same structure and demand in industry. This is a matter of choice. If you are working, then pursue PGDM, if you are not, then pursue MBA.

Sikkim Manipal University and Amity University offer MBA programme through distance mode. Also, IGNOU offers MBA too. But in my opinion, SMU will be easier to pursue, because it is very flexible for working people.

Most MBA colleges allot admission in MBA based on open test scores. Many institutes also conduct their own tests so you can explore institutes that allot admission based on other open tests than CAT and seek admission.

Yes, you can. However before you decide on pursuing MBA in HR you first need to think on what are your career plans and then explore the programme. An MBA in HR along with LLB. Would come to your advantage in handling Industrial Relations related issues. You should have secured minimum 50% marks at graduation level and then appear for CAT and based on the score that you get in CAT you can seek admission into MBA in HR.

While the remuneration of the SAP consultants is well known by its attractiveness, you should not expect earning such salary in the first few years. Since you are clear that you want to pursue a career in HR you should try and seek specialization in B.Com in HRM if your college offers it or select it as a subject. Post completion of B.Com appear for CAT and seek admission into MBA in HRM. To get the right break in your career it is important that you score more than 50% marks at graduation level & get more than 95% percentile in CAT.
