Since your B.Com score is less than 50%. I think you might not meet the required criteria specified by AICTE for most colleges. You can opt for courses other than MBA.

Since you are an MBA in HR, the suggestion would be to opt for Ph.D. in Human Resource or Doctor of Philosophy in HR.

Yes, however, you shall not get many colleges to choose from. If you are a SC/ST candidate, above 45% is acceptable in general but for GENERAL class a minimum of 50% is required in most colleges.
