MBA as a qualification gives better career opportunities. Your decision to pursue it will depend a lot on your interest areas and long-term career objectives. If you want to work in academics/ research/ technical areas then M.Sc. Could be a better option. However, if you intend to explore a career in general management then MBA could be explored.

CFA (USA) is a preferred qualification by most o0f the companies that are into capital markets area. Most of the MNCs/hedge funds /IB firms prefer hiring candidates with CFA qualification over MBA finance. In fact, there is an increasing trend, wherein, candidates post MBA (finance) are pursuing CFA (USA) as well to enhance their career opportunities. Internationally CFA (USA) has higher recognition compared to MBA (Finance). .

You can do your MBA in Germany. You need to take IELTS and the requirement will be a minimum of 6.5 band overall and each component (minimum of 6 band). You also need to do a German language certificate course. Normally, for Germany, the education agents will be charging service charges of INR 25,000 to 50,000/ as they will not get any commission from the university. It is better for you to apply through an education agent who will guide you for visa and other processes.
