Yes, you can apply for BBA with 65% because minimum criteria for taking admission is 50% and if you want to take admission in a reputed college then it's difficult because they have high cutoffs for admission.

It may be higher, if you are extraordinary and it may even depend on the number of years of work experience you have. BBA is a management course while BCA is a technical course in the field of computers
The concepts of BCA are easier for students having done their 10+2 in Science subjects while for others, BBA is better. Both BBA and BCAare launch pads for graduate level degrees and open the doors for great careers in many industries.
