There is no such notification on the admission process for foreigner student. Get that checked with the concerned person at the university.

Actually, the cutoff of CUSAT is decided by the individual scores of the candidates. They take all the scores, convert it into a normalised score and then decide the cutoff. So each year it will be different. My suggestion is to apply online and see the results. If they shortlist you make sure that you do well in the GD PI session. Well, the list of colleges and courses are enormously vast. You have the option of going for MBA or PGDM which is what everyone does after writing the CAT and CMAT exams. Or else you can go for several other courses which don't even require any examinations. Specifically speaking, the course depends upon you. So what you should do is identify the field which interests you and select courses related to that interest. Then search for colleges which provide those courses. This is the best way to choose.
