Yes, the provisional certificate is enough for visa application for Canada and gets your ECA assessed; however, there are some bodies only which accept that.

According to various unofficial sources, the University of Regina acceptance rate is 80% - 90%. The acceptance rate justifies that it is relatively easier to take admission here.
