According to my point of view, I don't think from government Polytechnic, it will be useful to gain the knowledge of film and video editing.
Film and video editing are completely different spheres of a medium.
If you are eager to learn more about the film and video editing, in the field of film and entertainment, then I'll suggest you to join at some film or media institute.

You have to be a graduate in any discipline from a UGC recognised University in order to be eligible for IAS exam. The IAS exam is conducted by UPSC and is the most competitive exam in our country.
