Hello,
Computer science engineering, equally covers both hardware and software aspects. Information technology engineering and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each branch.

To become an electronics engineer, your brother needs to have Physics, Chemistry and Mathematics in 12th standard. During this time, he can also join a good engineering coaching institute for better preparation. After completing class 12th, your brother needs to appear for various entrance examinations.
