Public service commission:
Every state has its own public service commission. They conduct PCs exams for posts like Joint collector, MRO, ACP and many more state level top government jobs. Generally, students who don't secure a good rank in civil services exam can try for PCS exam. But, the post with which you will retire in PCS, will be your starting post in civil services.

It depends upon our interest. IT field do not have government jobs, so we must choose the best from private institutions only. Government jobs do not have job risks, but private has very high job risks.
After retirement also, there is a scope. You get pension facility. It is totally opposite in the case of private jobs. But yes, the salary is high in private jobs in comparison with government jobs.
