Obtaining a PR will depend on your skills and qualifications and also if the job is in demand. If you want to study in New Zealand is your choice, weigh all pros and cons, decide what you want to study, check the admission requirements, the budget, language barrier, climate etc. and decide. Prepare and apply accordingly. New Zealand is a popular study abroad destination and affordable as well. Don't worry about the PR yet, concentrate on obtaining an academic qualification first.

As you are in 12th with PCB, I suggest you to take mathematics as an optional subject, so that it will help you to go for engineering entrance and B.Tech in future where you can do engineering in computers.
The second option is, you can do diploma after 12th in hardware networking or other computer courses.

As your marks are very low I will suggest you to do some diploma courses in computers like hardware and networking after this you can do certification courses like CCNA, etc. it will help you to get good job in good company.
I will not suggest you to go for engineering because your marks are very low and I don't think you will cover up in engineering so it's better to go for this.
