And coming to colleges refer https://shiksha.com for top ba or bcom colleges.
U need to have a degree from recognised college. That's it

From past experiences the students who are from villages;low class families etc. work very hard for IAS prep .I also support.
But the main problem where they get stuck is they don't know English fluently
And the csat paper is in English.
Aspirants from cities only cannot understand that high level English so they keep dictionary and will read The Hindu newspaper to cope up with that high language.
I'm not discouraging u that u are from village but u must see that u are fluent in English .If u have confidence that yes I'm fluent in English then its ok
otherwise I suggest u to come to cities and take coaching for upsc.
Prep for upsc is only

Top coaching institute is in Delhi. The fee structure is 1,30,000 approximately, depends on the institute.

btech will be the best.
But after 10+2 the defence conducts NDA exam.
If u pass through this exam u can directly enter into any of the 3 forces after 10+2 as a lieutenant or some respectable posts.
U don't need to do btech for bsc for that.
But if u don't want NDA exam then go through btech stream and enter into the defence.

Hi Dear,
To persue BTech from Government Colleges, you could have appeared JEE Mains. Because majority of government colleges accept JEE MAINS Score.

To become an IAS officer, he need to appear in UPSC Civil Services Examination which is the screening test for IAS. To be eligible for appearing UPSC CSE, he need to be a graduate at least.

Basically Interview is to access your intellectual talent. They won't focus much on your 12th or Graduation Score. If you haven't done well in 12th, there is nothing to worry.

There is no bar on Upper Age limit for appearing UPSC Civil Services Examination ( Screening Test for IAS). But there is bar on maximum number of attempts.
