Hello gentleman, your question is a bit puzzling. After mba in hr, u can opt fr phd/jobs. Jobs are in administrative departments of public sector, corporates, private firms. By PR, i think u mean public relations which is more likely to be joined by the students of journalism and mass communication background in postgrad level. Job prospect is good as you know public is the main objective of any business. As part of RM, you will essentially be a marketing student. As such, you will be allowed to sit for all marketing profiles which the college gets like Business development, b2b sales, product management, deputy manager etc. Moreover, as the course is oriented towards the retail sector, it may give you an edge if a retail company comes for recruitment.

You've not shared much details about your area of interest so its little tough to guide you. Its always best to select the stream and subjects in which you want to opt for the IAS entrance test and then study them properly to have a 100% command on those subjects.
