There is an official release somewhere in the month of August to September from IIMs for CAT registration.you will need to register yourself on that given dates on the portal for appearing for CAT entrance.

Yes, of course. But resume is considered for eligibility. Your resume should be strong with your perfect score. First 50 rankers get called from all IIMs.

37% marks in CAT is very low score. You should at least score 85% marks and above and for admission in the college mentioned above.

To prepare CAT and MAT, you can take help from any tutor, you can take guidance from mentor or can fix any coaching class.
You can study from online tutoring websites also. There are many websites where you can study online from teachers, sitting at your home.

If you get good percentile in CAT, maybe you won't have a problem in getting admission. Just work hard and study well.
If you need help for your CAT preparations, you can take classes from online tutoring websites also.

Definitely you should go for MBA. I am also doing B.Tech in CSE and will do MBA further. Firstly, you have to give CAT, MAT or GMAT exams through which you can get admission in IIM. I will suggest you to do MBA only from IIM or any reputed private colleges like LPU, BITS, etc.

It is totally dependent on you. But, if you cannot clear the CAT examination, then B.Com from good institute will help you to generate its job opportunities but doing B.Com from the college where attendance does not matter can't help to generate job opportunities for you.
