First of all, check the eligibility criteria of all the Delhi NCR colleges and prepare a list of colleges in which you meet the criteria. Then select the college in which you want to take admission and apply for that college.

Raju,
It is difficult to tell the same as cut off varies every year. If cut-off goes upto 190-200 then there is a fair chance of getting a NIT.

It is not necessary to repeat. You can still get good private college. Don't waste your year, it's precious. Just work hard ahead, forget the past. Get into a private college do the hard work sincerely and the future is yours. All the best.
