Government colleges have admission on merit based on 12th board marks and that changes every year. It is different for different states every year. You should go through the previous trends of cutoff for the required course. Also, check if you've any reservation.

To get admission in B.Tech you have to qualify JEE Mains or any other entrance exam to get into an expected college. You may get admission in B.Sc courses or any Diploma course.
