Yes, in some colleges you can get concessions on your class 12th marks, but there are very few colleges in India.

With 54% marks, you won't get any good college. First of all you apply for a reappear and if your aim is only getting B.Tech degree you can take admission in Chandigarh University. Last year they were selling seats of B.Tech for Rs.10000. Even the IT companies demand for at least 60% marks in class 12th. All the best for your future.

There is no need of having maths as a subject in class 12th, and you can very easily apply for a BCA course. There is a wide range of institute or universities allow the students to get admission for BCA, as a regular subject. The candidate have to pass class 12th without math as the main subject.

You need to have a minimum of 50% for taking MAT exam.
