This may cost you around 35-45 lakhs if taking training from a private flying club, government flying club induction is totally based on entrance exams and merit, you may visit site of Aviation ministry or Indira Gandhi Rastriya Udaan Academic IGRUA for details of entrance exams and fee structure.
Beside that if you have lots of money to spend you may try and get your license from Abroad.
Additional options are (just to be pilot and enjoy the adventure of flying machine; Appear for NDA (UPSC) exams get selected and fly fighter transport or helicopter as per your capability and ranking in course.

Indore admits about 120 students to the IPM every year. Interested aspirants can register for IPM admission at iimidr.ac.in. provide valid details in the online application form, upload relevant documents and make payment for the application fee to complete the application process. The students have to appear and qualify in all the three tests, i.e., Aptitude Test (AT), Written Ability Test (WAT) and Personal Interview. Only after qualifying all the three test, students will be granted admission to the IPM at IIM Indore.

Junior Division/Wing (Boys/Girls) - 12 years to 18 years
Senior Division/Wing (Boys/Girls) - Upto 26 years (f) Enrolment Period
Junior Division/Wing (Boys/Girls) - 2 years
Senior Division/Wing (Boys/Girls) - 3 years
Application for enrollment:- (1) A student desirous of being enrolled in the Junior Division shall apply to the Headmaster of the school providing the unit or part thereof. (3) The Officer to whom an application under sub-rule (1) has been made, shall cause the applicant to fill up and sign in his presence a statement in Form I. (4) The Headmaster to whom an application under sub-rule (2) has been made shall cause the applicant to fill up and sign in his presence a statement in Form II.
