A college doesn't provide you any facility for 11th and 12th. If you are asking about school, then in private school, 3k-5k is the fee and for government schools like KV and Navodya, it's up to 3k.

Many IITs demand that a candidate should have a minimum 10+2+3 qualification for getting admission through the IIT JAM exam. But still one can contact the IIT JAM organizing institute. Hi there is upper age limit only on Marine engineering related courses and for all other courses there is no age limit to appear for WBJEE. Although for Marine engineering courses you should not be more than 25 years old. The lower age limit for all the courses is 17 years.
