You can do that, there is no restriction on changing school for studying 12th grade. Generally, the only issue is that, the other school has to accept you. If you have good grades upto class 11th, then that won't be an issue.

For graduation it should be compulsory at least your score should be 60% in class 12th.

Your class 12th score is very low and you should give improvements to increase your percentage. PDM University has not been very given good reviews.
Nevertheless, only private colleges are available to you with this score.

Pursing education from foreign in mechanical engineering is not easy as they are more advanced in the pace of curriculum. Along with class 12th marks you have to give TOEFL/IELTS exam and other entrance exam according to the colleges. But, anyways a percentage above 90 is beneficial.
