No, NCC certificate is not necessary in AFCAT
NCC 'C' Certificate holders in age group 19-25 years are exempted from UPSC examination for commission though OTA (Officers Training Academy). In AFCAT there is no reservation for NCC but it looks good during interview IO would be impressed and will feel you are more interested in joining IAF.

Avoid doing such things. Quite recently almost 150 students from Punjab and Haryana were denied PR after their certificate was found to be forged.

Eligibility
Candidate who have passed either 10+2 from a recognised board or have passed Diploma after 10+2 or who have passed 10+2 with 1-2 years of work experience are eligible for the admission.
