Anyone can pay fees on behalf of student, but normally it's only the student who has to for document verification. In perhaps some extreme conditions, authorities may allow someone else to do this. Best wishes to you.

UGC will released the UGC NET Certificates for June 2019 in the month of October or November 2019 for the aspirants who have qualified the exam of June session. It doesn't matter, if it has 100% placement or not. Even if the ratio is less, and you are a good student and an eligible candidate your chances are still well secured. So, all you need to do is focus on your skills and do not worry about the placement percentage.

You have not mentioned the university name. Knowing Urdu or a certificate in the Urdu language is not required to get admission in any Muslim university like - AMU, JMI, etc.
