No, any degree courses you do should be under UGC or AICTE granted or other universities should have permission to grant this as degree and certificate does not comes under degree.

It totally depends on where you are applying, if you apply for any government exams, then it will help. But, in private sector there are not very effective, but it build upon your resume.
