Engineering is not about easy and hard. Any subject is hard or easy depends upon your skill and interest. It is the game of interest that make engineering easy or hard. All branches are same in respect to difficulty level but we can say that civil can be handle more conveniently than mechanical. Believe me that this thing does not help you in civil services preparation. For civil services all branches are same.

If you appear for civil services examinations after 10+2+3 with normal graduation degree, you will be able to earn faster. In medical you will take 10+2+5.5 years before you earn. Therefore, your argument has flaws.
Civil services examinations is very competitive. Therefore, it is good idea to appear in civil services examinations after any professional degree to mitigate risk of failure.

IAS and B.Sc computer science are both different subject. Preparing for IAS involves lot of general studies and also you can choose one specialization after the preliminary. It's just a matter of fact that both the subject are not related too much. Any graduation is required for writing civil service.

Yes, you can appear for civil services exam after completing CSE. You just need to be a graduate in order to take civil services exam. The stream doesn't matter.
