Hi Rakshatha,
You can appear for the IAS exam only after completing your graduation from a recognised university. Right now, you are not eligible for the exam. Also, a candidate should be minimum 21 years and maximum 32 years old as on August 01, 2017.

Its not about re-exam but the reason for re-exam. If you failed then admission in top B-Schools or IAS exam would be difficult.

First of all you have to clear your 12th standard then from graduation onwards you have to study NCERT from class 6th to 12th and don't forget to read newspaper.

Graduation is enough to attempt IAS exam. And percentage doesn't matter only you have to clear your graduation level, but what matters is your hard work.

It does not matter much. The minimum eligibility for taking up the Civil Service examination is a pass percentage in graduation.
So, the message is loud and clear from UPSC's side that 'It does not matter to me who you were, what matters is only who you are and who you are going to be.'
See there might be 100 reasons for anyone to be scoring low in their school and college years. It might be economic, social or personal reasons. But I sincerely feel that this shouldn't weigh a person down in his UPSC preparation.
