You can prepare for IAS only after completion of your B.E. because of two reasons:-
1. All subjects upto 8th semester are covered in IAS syllabus. Simultaneous preparation for it can spoil your degree marks.
2. It is being most competitive exam in India, people prepare for at least one complete year and to compete with them, you will have to do the same.
Raut's Classes and Chanakya are the most prestigious IAS preparation academies. The most serious candidates go to Delhi to join these classes, although, almost all cities have IAS coaching centers.

Hi,
No it is not mandatory. A graduation degree in a relevant discipline is the minimum requirement. IAS is open to doctors, engineers, lawyers, etc.
You'll be given a choice to select optional subjects while applying for Civil Services.
You have not shared your academic details. However, there are several factors that need to be considered before choosing a particular stream after Class 12.
