There's nothing that wouldn't allow you to. Also, computer science is quite an engaging option. If you are passionate about programming, you should really consider it.

I think you cannot change subjects in 12th. You have to do it in 11th only. But yes, you need to have PCB if you are thinking of pursuing career in biotechnology engineering. Best wishes to you for this!

Most state boards provide online forms for admissions into junior colleges. Information on colleges are also provided in the form of booklets. After you are allotted a seat in an institute, you must contact the college and follow their admission procedure. Fees for Governmental institutions is very less than even Rs.10000 p.a. However, bifocal courses can fetch upto Rs.30000 p.a.

I would suggest you to go for commerce with Physical Education/Music/Maths/Computer Science etc. as the fifth subject depending on your preference, the main four compulsory subjects being English, Accountancy, Business Studies and Economics (assuming to be from national board CBSE, New Delhi). Other boards have similar subjects in different names.
Less time with commerce stream, you have an extra advantage to pursue your hobbies in some spare time left after studies, along with pursuing your career.
It is less expensive than science.You don't have to take heavy tuition.Books are also not that costly as in case of science.

Do you have maths as additional subject? There is a way to join the institute of ISRO (IIST- Thiruvananthapuram) by the score of JEE Mains and advanced. If not possible then after graduation from engineering colleges, you can join ISRO by appearing in exams and interview.
In case you don't have maths, then most probably you have to pursue M.Sc. For details check ISRO's website and best wishes for you. I am also passionate for ISRO.
