Your friend have to wait until ACPC publishes vacant seats info of each colleges. Then at the end of regular admission process, ACPC gives permission to colleges to fill in vacant seats without CMAT. At that time you may apply for MBA without CMAT.
Keeping reading newspapers and visit acpc website for regular updates.

Without CMAT or CAT. you could take admission in MBA, but if you go through CAT,CMAT its help you in your future to complete an aptitude test as well as, you can give government exams too.

Please tell me your exact marks out of 400. I am not sure if you are talking about percentage or percentile.
Also, please mention your category for clear idea about your eligibility to get admission.
Your graduation marks aren't required to get admission. Only CMAT scores will be calculated.
