You cannot get admission in Government College of one state through state counseling of another state. For example you need to appear for WBJEE to get admission in government colleges in West Bengal, MH-CET for those in Maharashtra.

Hello,You have not mention your category I am assuming you to be of general category. You said you have got low percentage in JEE Mains so there is no chance of getting Government College you have to find out some good private colleges only. Try
YMCA
LNCT Bhopal
Sgsits
Davv Indore
MIT Pune
Pantnagar University.

Hi,
With 5001 OBC NCL rank in JEE Main Paper 2 2019 exam and a good score in class 12th, you have chances of securing admission in good colleges across the country, but NITs would be difficult.
