Ideally, your eyesight should be perfect. If you don't have 'perfect' eyesight, then the Reighton be more trouble for you. During training, they check your vision power in different whether conditions. If you fail as per their parameter you may disqualify for further.

Siom Vadgaon is decent enough in Placements. Hostels are good enough. Average package you get is around 3.5 lacs.

Yes, if you got good marks in WBJEE then you will surely get good government colleges, domicile is not compulsory for admissions if you got a good rank.

Unfortunately, with that low CET score, there is no good college anywhere in Maharashtra wherein you can expect to get admission. The cutoff of all top colleges is 98+ percentile (for MS) and 80+ (for PGDM). I suggest you reappear for CET and/or other exams and aim for a much better score.
