ITM-Navi Mumbai will be best among all the above-mentioned colleges. The course structure is very different here and the faculty members are very interactive. I'm sorry to tell you that 59.6% is way too low for admission in any course in Delhi University. Look for some other institutions, mostly private institutions.

Admission process for Delhi University will probably start by mid June and for Mumbai University it will start as soon as your 12th results come out.

The fee structure right now is 15000 INR per semester. The hostel fees (including mess) is around 90,000 INR per annum. So the total cost would be around Rs 1.2 lakhs per year. The living cost depends upon the lifestyle you choose. Usually expenses go up to 6k-7k per month and your PG or flat will cost you extra.
