I don't think MBA courses are free, they are the most expensive ones even in Germany. Even in national universities you have to pay something. So, it is not absolutely free. Check Ludwig Maximilian University of Munich, Humboldt University of Berlin, etc.

A good MBA programme requires an applicant to hold a Bachelor's degree, work experience of at least 2-3 years and a GMAT score. You have to check university websites for university specific requirements. There could be MBA without work experience in Germany or look for MS Management. MBA programs are expensive. It could be in the range of INR 8 to INR 30 Lacs.

Only if you have more number of backlog, then Canada will not accept more than 8 backlog. Germany will accept, if you would have cleared it within the course period.

Countries such as Norway and Poland have affordable study options, you can check universities in these countries. Take a look here https://studyabroad.shiksha.com/ms-in-abroad-dc11509
You can scroll through the options and check the fees to narrow down your choice.

You do meet the admission requirement for Ireland universities, but Ireland does not accept more than 5 backlogs, if possible, you can make it up in statement of purpose providing the admission body the proper explanation for it.
