Yes, you can switch the branch from mechanical to CSE. If there is a seat available in for CSE branch and you should have a good score in the 1st year.

Every college give some time to submit your original documents. But, if you fail to submit the document within the time period given to you, then they will cancel your admission.

AKGEC, KIET, ABESEC, IMS, RKGIT are better private colleges in Ghaziabad and in Lucknow. There is only one college that I can suggest you, PSIT-Kanpur (but, it is an average college). It is better if you can take admission in Ghaziabad Colleges.
