You need to appear for the entrance exam first then after securing a rank you could apply for self-financed courses.

Your rank is little bit high. That's why, you can't get the Lucknow University. Getting government college seems a bit difficult, but you can try for other private colleges for nourishing your future in B.Pharma.

Sorry to say that you can't get a government college but you can get private colleges. I might have helped you more but you haven't mentioned the branch and all. Come up with that.
