If you have home state quota, you will get a seat in Mechanical branch. Otherwise, it is highly unlikely that you will get a seat in mechanical in the preliminary rounds of counselling. However, after the preliminary rounds, there is option for internal sliding and there is also an option of branch change at the end of first year if you have a CGPA of 8.5 and above. This year NIT-Rourkela is introducing the branch change option after first year. If you are particularly interested in one branch and can maintain a CGPA of 8.5 and above, you will stand a good chance of getting upgraded to a branch of your choice.

JAM is competitive examination and there is no guarantee that you will get IIT of your choice. Therefore, It is recommended that you opt for MSc Maths at IIT Bhubaneswar and can try to appear in JAM again.

First of all my advice to you is don't drop out because drop is not a solution at all. You've scored very well in NATA and even in boards also.
Apply for top colleges who know your luck shines and you get admitted in the top college of architecture.
Apply for top colleges first and then go for average.
