Hello! Nilesh Giri, admissions to diploma courses offered by different polytechnics including the Government polytechnic at Thane are conducted by the directorate of technical education of the state of Maharashtra in a centralised fashion. All the students who have passed 10th and who are meeting the criteria for admission have been ask to register themselves on its website by giving revealed information so that the admissions can be processed sent only by way of counselling. There is no mention what so ever about any cut-off announced by the government polytechnic at Thane. So be rest assured that for admissions in this Institute that

Hello Anant Behera, I feel that you are confusing between cutoff list and closing list. Cut off is the ranking or the percentile or the marks which are declared by a particular Institute below which they do not accept applications from anyone. In most of the cases this is done to avoid flood of applications when the capacity to admit is very limited. However as a matter of policy or matter of rule no government institute or polytechnic announces any cut off what so ever below which students cannot apply.
