Yes, you can do B.Tech in computer science and engineering from any recognized university or college. For that, you will have to appear in an entrance exam conducted by the university itself or some state university exam. Moreover, you can also take admission through management quota.

To study MS in USA, you must take the GRE and also TOEFL. Academically, you must be very good and you must have extra-curriculars too on your profile. For university ranks, you can check Times Higher Education. Carnegie Mellon, Cornell, UCLA are some of the best ones. 1. Vienna University of Technology.
2. Graz University of Technology.
3. University of Applied Sciences Technikum Wien.
4. University of Innsbruck.

Opting for C+ isn't mandatory for getting admission in computer science engineering. Having PCM (Physics, Chemistry and Mathematics) in your 12th standard is necessary for admission into any branch of engineering.
However, it is recommended to have computers in your 12th as it helps to increase your percentage and it helps to set the foundation of what you will be learning in computer science engineering.

You should have at-least 65% and above in your B.Tech with IELTS score of 6.5 bands. If you have a good GRE score, then it can also help you.
