Hi Jagarlmudi,
You must hold BS degree in computer Science or closely related field with excellent grades. Take the IELTS. German language test is not required, if the language of instruction is English. Germany is a budget friendly place for students. MS may cost around 500 to 1000 Euro per sem. Private universities will be expensive. Just check DAAD website. Details are mentioned.

With MCA, you should pursue B.Tech in computer Science because B.Tech computer Science is a practical oriented study it yields good results if done MCA after that.

Well, I don't understand why you confused are because, B.Sc in computer is one the best courses and after that I would recommend you must go for M.Sc in computer Science, as it has a lot of job opportunities.
