No, you cannot become an advocate after completing a law degree from an open degree program. The Bar Council of India (BCI) does not recognize LLB degrees obtained through distance or online learning. 
 
To practice law in India, you must have a law degree from a regular course. You can enroll in a regular course for either 5 years or 3 years if you already have a graduation degree. After completing the course, you can enroll with the BCI for your license. 
 
Law courses pursued through distance learning are only for knowledge. The BCI does not recognize any distance or part-time LLB degrees.

Yes. Possible. It is allowed in govt. universities also, viz annamalai, madurai kamarajar universities etc. But the condition is The syllabus he had studied in full time degree course should be same with atleast 75% in DDE universities to be studied.
