Taking admission after such a long gap, depends upon the University policy and also UGC regulations. So It would be appropriate if you first contact the COE of the University in which you want to take admission

Yes, Singhania University is approved by UGC and has all its courses are also approved it. Singhania University has been established by Rajasthan state legislature in 1956, hence, degree or Diploma certificate you get from this university has validity.
