First you have to clear your previous backlogs. After clearing the previous backlogs, you can clear your third year of degree in one sitting, if University is not following the semester system. Further 3 years degree are valid for all types of jobs.

Not possible. None college will grant you admission in final year of degree course. Except if you did first two years in regular degree course from other University.
