I believe there are many MS programs offered in San Francisco State University, your question is very general. So, it is suggested that you check here for the desired program and other details pertaining to the specific program of your interest.

You may be able to study depending on your overall application package, where you want to study, the university admission requirements etc. Clearly 54% is not such a good percentage so you have to work on other aspects of your profile like a strong SOP, project works, etc.

Yours is really interesting case. Your CGPA is reasonably well but you have passed with backlogs. If the competition is intense then your chances are slim, but if less students apply, then you may get a look in.

After that you have to go for Medical test class 1 and class II.
After clearing Medical, you can join any flying clubs in India for flight training and ground classes.
With this training, you have to clear 6 exams of DGCA to get Indian Commercial Pilot license.
The total cost will be around 3500000 INR.
