Yes, you can apply, if meeting the below eligibility and admission criteria. Eligibility criteria: Minimum 50% aggregate marks (45% for SC/ST Candidates), or equivalent grades in Physics, Mathematics and any one of the four optional courses (Biology, Biotechnology, Chemistry, Computer Science) from a recognized Central/State Board/University Examination in India or in any foreign country recognized as equivalent to 10+2 system by the Association of Indian Universities (AIU). Students appearing in the final examination of 10+2 may also apply. Or
Diploma holders (3-year Polytechnic programme) from a recognised Institute, with minimum 50%

I would suggest you to rethink on your decision. What makes you interested in Political Science after BCA. I feel, you should think about getting employable rather than getting qualifications. Still if you wish to diversify, then go for M.A. Political Science directly based on BCA.

For B.Com honours Maths is needed if you are not including mathematics. There will be deduction of 1-2 percentage but you can take admission to the course. Although at the time of admission they would ask for other subject instead of maths then there would be that deduction.

You can go for IPU where the college fee is also nominal. You can go for best colleges of IPU like MAIT, BVP which costs INR 1 Lacs/annum, there are some govt colleges in IPU also like GB Pant where the fee is around INR 40,000/annum and they are even good too.
