There is no Engineering via Distance anywhere in India. Atmost, you can do part time engineering but even that has some criteria.

In my opinion, IIT Patna is better than GGSIPU because IIT Patna provides good infrastructure, good course curriculum, good quality of faculty members and good computer labs also.

If the college is under the same University, it is possible to transfer the college however, the norms differ from University to University. But I guess, it shouldn't be much of a hustle for you but you still can check with the University and college officials for reliable information.
