The total fee for Diploma of a 2month course is INR 10,000 and for a 1 year program, it is INR 50,000.

Yes, you can apply for CTET, but only for Paper 1, which is for the teachers for class 1 to class 5. The eligibility criteria for CTET Paper 1 is :
- Senior Secondary or its equivalent exam with a minimum of 50 per cent marks and cleared or appearing in final year exam of Diploma in Elementary Education (2 years duration)
OR - Senior Secondary or its equivalent exam with a minimum of 50 per cent marks and cleared or appearing in the final year exam of Bachelor of Elementary Education (4 years duration).
OR - Bachelor’s degree with a BEd degree.

Yes you can avail the domicile of delhi if you have a registered address identification and also you must be living in delhi for more than 3 years for the domicile to be availed . And regarding the percentage you have scored it is not a major difference because basic eligibility criteria is 50% for most of the universities and it I not an easy task to take admission in universities that are in delhi but any local college would provide you with admission and domicile benefits.
