No, you can't join University College of Medical Sciences without NEET. However, for BSc and MSc courses NEET is not the source of admission.
Admission to undergraduate programs at the University College of Medical Sciences (UCMS) in Delhi is based on performance in the NEET, followed by counselling. Admission to postgraduate programs is based on the marks obtained in the NEET PG examination. Admission to the MBBS programme is based on NEET UG marks.

IMM has concluded its placement drive for the batch passing out in 2022. As per the latest report, the highest international and domestic package offered during IMM Delhi placement 2022 was INR 21 LPA and INR 16.25 LPA, respectively.
