Yes, of course you will get a seat in this college. Your rank in the entrance is good enough to get you a seat. You should apply for the counselling once it starts. Keep all the documents ready for verification at the time of admission.

Yes, you can, if you fulfill the requirements for the free seat. But, as according to my knowledge there is fee waiver seat in which only tuition fees is waived off.
