To prepare for Telecommunication Engineering exams, you should start your preparation at least 6 to 8 months before the entrance exam is supposed to happen so that you have enough time in hand to cover the entire syllabus, practice last year's question papers, attempt mock tests, and revise the high-weightage topics in the last month to clear the exam with excellent marks and get shortlisted for admission at a decent Telecommunication Engineering college.

Hope this helps!!!

If you are a reserved category student, including SC/ST/OBC/PwD, you usually get a relaxation of 5%. For example, if general category students need 60% marks in Class 12 to be eligible for admission, you need 55%.
Rest, you can check the official college websites for more details around the marks flexibility for reserved categories at the time of Telecommunication Engineering admissions.

If you are taking admission in a home state college, then it will be helpful for OBC, otherwise your CRL rank.
