Hello Ananya Ahuja, it's very nice to SEE your intention to go abroad to UK or US for undergraduate studies in engineering. There are plenty of universities where you can go. However admissions abroad are not based exclusively on academic performance but depends upon host of other criteria. Your chances of getting scholarships also depend on how gooyyoyr CV looks like. In view of this I would like to advise you to approach an agency that is dealing with sending students abroad for the undergraduate studies. Best wishes to you.

Hello Veeraraj, normally speaking yes. Eligibility for any course in graduation is passing of 12th. But you have done Diploma after 10th and hence you have not passed 12th. Right? Don't worry. Diploma is treated as equivalent to 12th. Just go to the institute from where you passed Diploma and demand equivalence Certificate to 12th. Once you have this then you can seek admission in any graduation course. Best wishes to you.
