Yes it's completely possible to study abroad without scholarships - for scholarships are just a medium for availing education at an affordable price. They are not a mandatory requirement for availing of education abroad.

The UP Government offers the Post Matric Scholarship for B.Tech students, which depends on family income and category and helps with fee reimbursement. Students can apply for it every year through the official portal. Apart from this, GLA University also gives merit-based scholarships based on PCM marks or JEE Main percentile, so both options are available depending on eligibility.

Min GPA for scholarship at RRU is 3.67 or 4.3. But eligibility and award amounts for each scholarship may diifer. For BC Graduate Scholarship, application process include to submit complete application form, 500 word essay, academic references for current leadership or leadership potential.  
For RRU Entrance Award, application process involve to submit description of student's life experience that led them to study at RRU.

Intellipaat School of Technology, Nashik offers fee waiver to female students via its SheTech Scholarship. Female students with passion for Technology are eligible for the scholarship. The scholarship covers significant part of the tutition fees.

Gannon does not have one strict deadline for financial aid programs. The deadlines vary for different scholarships offered by the university.

For the Presidential Scholarship, the last date to apply is Dec 15 for incoming first-year students. Some scholarships also accept applications by Mar 1.
