Your question is unclear. Please understand there is no distance learning or any other mode of studies apart from REGULAR studies for LAW programs in India, BCI doesn't recognize any of the distance programs to issue the license.

If you have got a seat in tp IIT or NIT, you definitely have scope for career. Chemical engineering is not very glamorous programme, if the number of jobs are less, the number of students passing this programme is also less.
