There are numerous government Polytechnic schools all over India with primary curricula formation of Computer Engineering and Information Technology (IT) in male Diploma courses. Among the frontiers ones can cite Government Polytechnic Mumbai, which proposes the Computer Engineering and the IT. Such colleges may be also found in other states such as Uttar Pradesh, Rajasthan and Delhi, having a number of them with the name as Government Polytechnic college in various cities. With 90 percentile in MHT-CET, it is difficult to get admission in Computer Science and Engineering at Government College of Engineering, Nagpur.
The cutoff for CSE is usually around 94 to 96 percentile for general category.
You may have better chances in other branches like Electrical or Electronics, but not likely for CSE.
